Disabled hoarder family needs help in NJ

My inlaws rec'd a notice on Jan 8 from their local borough Municipal Code department that they have 10 days to comply or vacate the building/premises they have owned for the past 26 years. Clutter is present both inside and outside the house. My husband and I are not able to come assist as we are in the military and live across the country. My MIL is disabled and my FIL was medically retired from his job due to a back injury so their mobility is limited. Are there any resources available on a free or reduced basis for disabled person(s)? At this time, I believe they are interested in cleaning up, doing some pest control and selling the property in order to downsize into a senior living apartment. Any advice would be helpful since we just became aware of this predicament they are in. Thank you for your time.
