Hoarding Aunt

Our aunt's home is extremely unsafe and un healthy. We often worry about her health conditions. She has many stray cats that keep breading outside among other animals. She feeds and holds the cats that are dirty and full of disease. The cats are all over her yard and poop and throw up all around her car which she does not clean up. The inside of her home is another story, it has not been cleaned in years and the two cats inside have free range and destroy everything in sight. The home is getting worse. My mother is afraid to talk to her and would just rather clean it up herself. I keep telling her it is not safe for her to do so, it would need a special team to clean it up. Also we do not know how to approach our aunt. Any help? Thanks
