One of the last questions asks which of the methods you've already tried, so I don't think it was intended to be restricted to those who are just beginning. (I took the survey myself and also forwarded the URL to my housemate; I don't know if she's looked at it.)

i took the survey to completion and found it helpful in looking at where I am, what I have already tried, evaluating what has been helpful and not helpful for me, and what I might want to revisit or try next. In rural areas, not all options are available.
I did find the survey slanted towards shopaholics and people who buy things they don't need and will never use.

I took a look and it does seem that it is for hoarders who have not started anything yet.
People who are just now starting to "think" about maybe decluttering "someday". :)

I started the survey, but felt frustrated because I have been working with this site for several months and it wasn't clear if this survey is for people just starting or have already started to organize and purge. It appears the information would not be helpful if people were at all stages of recovery.
